software, today announced that TietoEnator, one of the largest IT services companies
in the Nordics, has launched an innovative Mobile Content Service Automation solution
utilizing its Content Partner Management (CPM) product based on BEA WebLogic Server™,
BEA WebLogic Integration™, and BEA WebLogic Network Gatekeeper™, the
policy enforcement and Telecom Web Services component of the BEA WebLogic Communications
Platform™ product family. CPM is designed to enable telecom network operators
to automate the end-to-end process of configuring content services and managing
multiple content partners. Using CPM, operators can run more services with less
management effort per service. Operators can have the flexibility to introduce niche
content solutions into narrow customer segments for a short period of time. Services
can be designed to help reach break-even and profitability significantly earlier.

Right now, telecom operators’ margins are being squeezed by a number of factors:
the significant degree of manual effort needed to manage services; the general lack
of unified management tools for services; excessive time to market for new services—wherein
reaction to market changes are slow; and the full business potential of mobile service
infrastructure not being utilized.
The CPM offers a business process management solution designed specifically for
operators. It can help enable the operator’s own staff and partners to manage
services with minimal manual intervention. CPM can be divided into four areas. The
first is a Web-based, self-care front end, consisting of a ready, built-in operator
and content partner management user interface application. The second consists of
operator processes that include predefined service management processes and partner
management processes. The third element is the integration solution, which is designed
to enable the adaptation to the operator Operation Support System (OSS)/Business
Support System (BSS), such as CRM, billing and a portal. The final element is a
fulfilment solution that includes ready, built-in integration to provisioning systems
and network elements.
